To strengthen certification and building regulation in NSW, accredited certifiers and local councils report data on building certification to the NSW Government. Reporting was mandatory from 1 July 2018.
Certification data is held by certifiers and councils in different formats and systems. Collecting this will help improve public policy by giving the Government real-time, centralised information on building activity across NSW.

The principal certifying authority (PCA) has responsibility to report data. This includes councils, category A1, A2 and A3 certifiers and accredited bodies corporate.
Certifiers in categories A4, B1, C1-C16, D1 and E1 are not required to report data, but their existing, legislated recordkeeping requirements still apply.
Data is submitted throughout the development process, from commencement of building work through to the issue of the final occupation certificate. It includes details of the development, parties involved, critical stage inspections, certificates and notices. Download a summary of the required data fields.
Councils and certifiers can choose from three data reporting options:
- API (application programming interface)
- SFTP (secure file transfer protocol)
- CertAbility mobile app - web-based application coming soon.
Data must be reported within two business days of each event (e.g. completing a critical stage inspection).
Providers of certification software can download technical specifications for the API and SFTP.
